I'd recreate the original image from scratch using a 
vector-drawing package like XaraX, CorelDraw, or 
Illustrator. Much more flexibility about changing such 
things in those kinds of programs.

Or you could recreate it in PhotoShop, PhotoPaint, or 
another bitmap graphcs app the supports layers, and put 
the different components on different layers.

Either way would also make future changes easier to 
implement if they want more changes.
