One of the problems with CSS (both CSS1 and CSS2) 
is that while they *say* "Use tables only to display 
tabular information, not for layout" they don't provide the 
tools needed to completely replace tables as general-
purpose layout tools.

Still, you could put your main content in a DIV, your 
footer in another DIV, and position it relative to the DIV 
holding the main content. I suppose that would place 
the footer below the main content, including below the 
visible part of the page.
