I used to work for the Hawaii Association of 
Realtors(tm). The MLS was provided by each island's 
local Board of Realtors(tm). The Honolulu Board of 
Realtors(tm) contracted it out to another company.

They were very strict about incorporating their 
information into other electronic formats. At the time, 
they provided a basic Telnet type application for free. If 
you wanted to get or use the information in any other 
way, you had to pay extra (depending on exactly how 
much info you wanted, how you wanted to use it, how 
current it needed to be, etc).

I would check with your local Board of Realtors(tm) 
before going much further. You and your client don't 
want to put time and effort into this, only to end up 
being sued.
