Is the path correct,
<LINK REL=STYLESHEET HREF="../css/stylesknotes.css" TYPE="text/css"> ?
You are pointing to a level above the document root directory. I found it at,
css/stylesknotes.css

It appears that Netscape is holding you to your word, and IE is letting you
be sloppy.
