One big issue - if you are not connecting faster than 28.8, .. then you have one of two problems:
1) REALLY poor telephone lines (not that common).
2) An incompatibility between the modems! This is really common - there are least three different versions of 56K modems out there, .. K56Flex, X2, and V.90. In many cases, the init string must be tweaked manually to get them connecting faster than 28.8 (the old fastest speed, which is also the fallback in case negotiations fail for one of the faster speeds).
Bottom line - try a different modem, .. or do the research and tweak your modem init string!
