where are the scroll bars?

That is the question my client is asking for this site: 
http://www.nettsv.com/RedRover/pages/baby_hoodcardigan.html

She is looking at this site with Netscape 4.06 and claims not to be able to 
see the bottom of the page because there are no scroll bars.

I have used both IE 5 and NN 4.03/4.07 and have no problem.

Does anyone else have a problem seeing the scrollbars and if so, can you 
tell me why?
