Frames Question

I don't use frames very often, so possibly this is just a simple question
and I'm missing the forest for the trees.
From a Non-Framed page ....
directory.html
I will have links to many different online resources.
When the user clicks to see these resources, I'd like a "banner" to frame
the page at the top, allowing the visitor to easily get back to my
non-framed directory page, and not lose track of where they originally came
from.
As I understand Frames, in my directory.html page I need to link to a page
resourceFrame.html
that contains the frameset statements, and a link to
banner.html (my top banner)
and a link to the actual resource page
http://....resourceURL.html (the resource page from another site).
Do I have to create a different resourceFrame.html for each
different http://....resourceURL.html?
Or, is there someway to pass the URL to a "generic" resourceFrame.html,
that then displays my banner and the selected resource page?
(I'm currently doing this via a cgi scipt, but looking for a "pure" html
technique)
