I've tried to make such sites cross browser capable. It is difficult. The 
"easiest" way I have found is to create a NS specific page using <layer> 
tags and an IE page using <div> tags, with a small index page for browser 
detect/redirect to the appropriate page.

It isn't really that difficult, just search and replace the <div>, </div>'s 
for <layer>,</layer> tags, then check and adjust the positioning of the 
<layer>'s. Don't forget to add a resize script for the NS 4.x resize bug.
