Two Questions: SSL & PGP

Hi;
I've built a server. I need to configure a secure server. How is this done? 
Is it simply a matter of building a directory outside the document root and 
pointing users to those pages? How does one maximize the security?

Second question: I want to use PGP but am running into problems out of the 
gate. Can anyone recommend a good list or other resource on PGP?
