Frames, Image Splices and hair loss :) HELP !!!!!!!!

Greetings List:
We are working on a design that requires the use of three frames.
The first frame called "menu" is intended to be flush (bleed) right to the
left side of the screen.
The second frame called "header" is intended to be flush (bleed) to the top
of the screen.
And lastly, the third frame called "body" would house the page specific
content being delivered.
As you'll see if you visit, www.creativegenius.ca/test/index.htm the
problem we seem to be having relates either to the implementation of the
frames (we are not BIG believers in frames based layouts) or to our image
splicing or a combination of the two.
If you view the intended design in Netscape, the problem we are
experiencing appears to be related to getting the 2 images lined up
"exactly". If you view the same page code with MS Explorer there is a
distinct gap between the two images, within the frames. As you can likely
surmise, our goal is to have the graphic presented as a solid piece with
no visible seam.
Any frames or image spicing guru's care to steer us in the right direction,
I'm beginning to lose a bit of hair and if you know me, although it's long,
I can't afford to lose any more:)
