Active Frame in Netscape

Hi,
I have a frames site for a client at http://www.aristeia.com
and we have one scrolling problem when using netscape 4.7.
I want to have the right hand frame as the active one so you
can scroll with the up and down area keys without having to
click within the frame first to make it active. In IE and opera
it does this already. And I have seen some frame sites work this
way in netscape 4.7 but could not see anything in the source.
Any ideas? Javascript?
