CSS Problems - Layers

Hi all,
I'm working with layers for the first time and have a great page when it's
viewed in Explorer. When you look at it in Netscape...well....let's just
say "horrid" doesn't EVEN begin to describe it.
So, I decided to change the coding from "div" to "layer" and create a
Netscape-only version of the site thinking to detect the type of browser
and redirect to the correct version of the site. Well, this worked
great. Until you try and resize the page that is. Netscape picks up the
layers and throws them wherever it wants - no apparent logic that I can
find. I have set the positions to "absolute". I tried setting the
positions to "relative" and it really went amuck.
Anyone have any ideas, suggestions or experience with this type of
thing? Any and all help will be greatly appreciated!
