Chat Programs or Services

I have a client who uses chats quite a bit for his site.  He needs to be 
able to have control to kick out trouble makers, etc.  He will sometimes 
have guest chats where he and the guest are the only ones able to 
speak.  You get the idea.

We've been using StarkLink with great success and it's been a wonderful 
service, and it's free I might add.  Suddenly it's having a lot of problems 
and my client can no longer be guaranteed of being the one in control of 
the chat room, if it's there at all.

My question is; can anyone give me ideas on other chat services free or 
pay,   OR programs that will run on an NT/Win2000 server?
