Is there a way to change the text size as a viewer as a preference in IE,
rather than having to do it manually each time the browser is launched?
I've looked all over the Options section and could find nothing.  My default
is 'medium' but I prefer 'smaller'.

i'm pretty sure that the default font size setting for ie is "medium".  

one thing to note is that a user can change font sizes in ie *on accident*
by using the wheelmouse if he has one on his mouse.  if you open a page in
internet explorer and hold down the [ctrl] key, you can turn the wheelmouse
to make fonts larger or smaller (of course, if the page you're viewing has
fonts designated as px values, this won't work).  essentially, it goes from
smallest to largest and changes your browser's settings.  this also works in
outlook, and probably other microsoft products...
