Try removing only the url to the DTD instead.  I know that was an issue=20
with Mac IE 5.0 too.  Use this doctype declaration instead:

<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN">

It should still validate and might solve the problem anyway.
