Ron

It is because Individuals with their own tastes are who create the web. 
Good, bad or indifferent, they have the freedom to pursue what they think 
works. And while I shake my head at some "bad" or even "simple" sites, the 
Web Designers, amateur and professional have the right to make it however 
they please.

And I for one, wouldn't have it any other way, as much as my head shakes, 
because sometimes I find a site that makes me smile.
