NN4 issues

Okay, I'm befuddled. :/  I know I'm having an issue with a table cell 
background image, but I'll deal with that separately. What I can't figure 
out is why my CSS isn't working.

I've used CSS for years, and never had a problem with it showing up in NN4. 
(Basic stuff, text fonts and colors.) I know I'm missing something simple, 
but I can't spot it. Anyone?

Here's my CSS file:

And for some reason I can't get the left side cell background to work 
either. I sometimes can solve this problem, and sometimes I can't remember 
what it is. I have sites on which it seems to work, and others where it 
doesn't.
