I took a look at this site today, and it has the meta tag in use. It also 
mentions that the Smart Tags program can be forced "on" even after you 
insert the meta tag to turn it off. Shows a gif of it too...

"You can't "disable their use" because the user can tell the software to 
ignore the meta tag. (Which I have put in Scripting News, view source to 
see how it works.) Even so, it's a huge cost to update all our sites to 
include the meta tag. Should we send the bill for this needless work to 
Microsoft? They have lots of money, I hear."

Can anyone confirm this "shut off of the shut-off-meta-tag" thing?
