More IE6 Idiosyncrasies?

I have a client who wants an animated flag on his website.  He told me 
today that he can see the flag, but it's not waving.  He uses IE6.  It 
waves for me in IE5, Opera5, Netscape6 and could in Netscape4.7 until I 
screwed up something else that I'm working on figuring out.  He has the 
same flag on another website and that one waves just fine.  The one that 
works correctly has a doctype of 4.01 strict.  The new one has a doctype of 
4.01 transitional with the reference url in the doctype.  Hence my 
question, does IE6 behave differently in quirks and strict mode?  And yes, 
I know, I should probably just code it strict and will probably try, but 
even if I do that, I still would like to know the answer.
