Actually there is a way. :)
Go to http://98lite.net and download IEradicator to first remove all
versions of IE from your system. Then install the full version of IE 4x
into its own directory (don't use the default settings), followed by IE 5x
the same way. What you are effectively doing is treating IE as an ordinary
application and not an integrated application. Just remember you cannot
run two instances of two different version of IE at the same time.
I have no affiliation with the folks at 98lite but they were the first to
technically prove Bill Gates wrong in that you *can* remove IE from a Win9x
system (except for the one or two files which are used by both). I've been
using 98lite for years (on this Win98SE machine right now) and have IE 4x
and 5x installed, along with Netscape. I have no problems. Your mileage
may very.
Finally, if you have a tool to observe and track all the files installed
when you do an apps install, turn it on when you install IE 4x and IE
5x. It will show you just what happens to your system when you do an apps
install.
