XP is the way to go. Faster and more secure with additional local and group
security policies. Crashes recover gracefully. Problems with CD-burning
that the available hotfix failed to remedy. Upgrade to Win2K. Slower than
Win98, but security features (ACLs, EFS, Event Log) invaluable if
connecting to an untrusted network. Buy more memory, if need be. With
regards to licensing, avoid both and go with a Linux/FreeBSD desktop, or
Solaris if your hardware can handle it.
