Problem with image map in Navigator 4.79

Peace be to all beings!
I'm stumped with this thing. I've gone over it several times, checked my
books, checked the archives here and on the basics list, tried what I've
found, and I still can't get this image map to work completely. Behold:

The above works fine in IE 5.5, but only one link works in Netscape
4.79. Can anyone give me a reason why? I'm wondering if it's because I'm
aiming at a second frame window with this map, but that doesn't explain why
one of the exterior links works and the other doesn't. I have text links
in the main frame, so it's no loss of navigation yet, but I'd like to solve
this problem. Any suggestions, working or not, earn a beverage of your
choice on my buck at alt.callahans. Questions are welcome to elucidate the
problem; I usually end up leaving off something vital in my first
explanation, though I can't see what I've missed this time.
