Off topic: ECommerce

Anyone know of any group online that offers the following commerce=20
management as an  outsource for a startup?

         1. Ability to offer a software product as a download.

         2. Transaction and Order Management: A system that securely=20
manages and
         processes orders and credit cards/money exchange including=20
Authorization and
         Settlement,  Risk Management, Fraud Prevention.

         3. 24-hour customer service online, by e-mail or alternative means=
=20
(if telephone
         must offer a 800 number)

Esellerate has some but not all of these options. Helpdesk offers customer=
=20
service but not the rest.
Digital River only wants HUGE companies and Digibuy doesn't really offer=20
much in the way of customer service...
Is there anywhere one can find all of  them combined (other than Digital=20
River which isn't an option?)
