background-color

I hope this shows up on the list.
I am trying to get a background-color to work for any selector other than
body. Is this possible?
It is according to the specs. For example:

    body { background-color: #ffffff; color: #000000; font-family: verdana,
sans-serif; text-align: center; }
   .menu { position: absolute; top: 150px; left: 2em; margin: 0px;
font-family: verdana, sans-serif; color: black;
       background-color: #c0c0c0; font-size: 75%}

The body background-color works, no matter what color I set it to, it
changes the page color for the body,
not including the seperate sections, such as the .menu section. I can set
the .menu section to any color and
it will always be white, regardless of the background color. I have tried
this in IE, Netscape, Mozilla and Opera.
They all behave the same way.
Why?
