Generally, you can never force a browser to do anything.
In particular, you can never force a browser to download a link rather than
displaying it. Even if you put it in a zip file the end user can have their
browser set to do something other than display a dialog box.
I suppose you could serve it with a made up MIME type, but I think that
would cause other problems.
Why do you want to do this? There might be a better solution to the problem.
