If you have a very high budget and can spend a lot of time adapting to
Netscape 4 isms, it might be worth doing. On the other hand, if you don't
have a very high budget, write valid XHTML 1.0 - Strict if possible - and
keep all the presentation in CSS. Hide the CSS from Netscape 4 and the site
will work in it. Granted it won't look as pretty, but the amount of time it
takes to get something to be Netscape 4 compatible is rarely worth it.
Remember to make sure the site still works in Netscape 4, but forget about
getting it to look its best.
