It's called WEFT (Web Embedding Fonts Tool). Details at:
www.microsoft.com/OpenType/web/embedding/weft/default.htm

Advantage: it's free. Disdavantage: only works in IE4+

Another system is Biststream's Truedoc (www.truedoc.com). It works in IE4+ 
and NN4+, but the embedding tools cost. Bitstream does give away the "PFR"s 
for a number of fonts, however.
