i just want to clarify...  isn't bgproperties an attribute, not a tag?  so,
you would have to use <body bgproperties="fixed">...

disclaimer:  it is not my intent to start a huge discussion over whether or
not this SHOULD be used, because that's up to us to decide.  in fact, i'd
rather not.  i'm just trying to clarify.  :)
