If it isn't part of the ASCII general code, there won't be a symbol for it,
never mind a named entity. But here are a few things that might be close,
since I'm not sure which character you want (according to my trusty Windows
Character Map utility):

A cap D with a line through it: &#0208;
A cap O with a slant line through it: &#0216;
A l/c o with a slant line through it: &#0248;

That's about it for characters with lines through them. 

Your best solution may, unfortunately, be to create a GIF of the symbol,
sized to match the text you want to use it in.
