Isn't that variable supposed to be HTTP_REFERER ?

I am trying to use the REFERER_URL environment variable in a perl cgi
script, but it seems to always return null..  I looped through and
printed all the variables in %ENV, but REFERER_URL always has a null
value.  Does the refering page need to directly link to the script?  Any
guidance is appreciated...
