I believe you'll need to install a local web server that will support SSI
and then use the proper extension for your html files (unless you configure
your web server to recognize another extension for SSI). Since SSI is
enabled by the server, which browser you use is unimportant.

I know Apache -- which supports SSI -- will work on NT, but I haven't run it
on Win98. O'Reilly's Web Site (I believe they still have a free version)
will also do it. I don't know if Personal Web Server (by Microsoft) will do
it. IIS does, but you need NT Server to run that.

There may be other freely available web servers that will also work.
