Try running the <td>'s together, without any spaces between tags:

In IE the bevel curve gif on the left hand side sits on the blue bar just as
I want it to.

In Netscape I have about a 3 px white gap.  I have tried every combination
of aligns, valigns, boarders, margins etc that I can come up with to no
avail.
