IE,failing to play avi file in <A> tag

I have a user who's trying to play an avi file linked to from an html page
(using <A href="x.avi">) - he has IE. When he trys it the browser puts up an
error page saying it can't open it, but it works fine for other people.
His AVI settings are:
Video Clip
Extension: AVI
Content Type (MIME): video/avi
Opens with: MPLAYER2

And he has MPLAYER2, but it looks like the browser is trying to open it,
instead of using MPLAYER. Any suggestions? I've seen this before, but have
no idea why the browser's trying to take over.
