Page Cloaking...(was RE: is this spamming the search engines?)

I've seen the term Page Cloaking and don't have a clue.

What I've learned from context is that to cloak a page is to:

1. detect who the client is.
2. if the client has a certain identity, redirect to a different page

Fill in the blanks if there's anything to be said.  I can think of various 
reasons this type of thing would be done.  More uses than for search engines.
