Hello Brian,

I tested the site with both Navigator 4.08 and Communicator 4.71.
NN 4.08 loaded 'rates.cfm' faster than IE 5.0 and while 4.71 was
sluggish in itself, the server was also not giving up its information
too quickly. As soon as 4.71 had the file, it stalled, briefly, then
loaded the page fine.
