No it's not.

ASP is a server side scripting language like PHP or to some respect perl.
It is processed by the Microsoft Internet Information Server, but has
nothing directly to do with frontpage, although it is proprietary to IIS.
It works well when intergating with a microsoft environment or SQL server
etc.  It's closest association is with interdev.
