This sounds like the equivalent of the US English version, in which I
can do the same thing. However, if I reply to an HTML message, the
instruction is ignored and my reply is formatted in HTML.

If you receive an HTML message and simply hit the "Reply" button, does
the messsage box open in Plain Text or HTML mode? In my opinion, it
*should* (but does not) open as plain text.
