Is there a way to open a minimized browser

Suppose that a window in a frame is being refreshed every 3 minutes and the
user has minimized the browser.  Is there a way to maximize the browser when
the refreshed screen is sent?

My application is a browser based network management system for
communications devices.  The main window is divided into three frames and
one of these frames is monitoring the device for alarm conditions.  If the
server on the device detects a new alarm it will send it to the browser the
next time the monitor window is refreshed.  If the user is monitoring
multiple devices using a browser for each device, he/she may have minimized
it.  In the case an alarm occurs, the user would like to see the browser
pop-up so that he/she knows which device has been alarmed.
