Against: if using a frame and a scrolling bar appears, it will come between
the navigation menu and your content page, splitting your page up with an
ugly piece of OS...

The only comments I would make on it being more difficult is...

a. Positioning it on the right hand side due to different window sizes, etc.
Obviously you can use a table or the dreaded frame but it's a lot easier to
have
it down the left hand side and let the text flow and scroll naturally to the
right.

b. If your window is not big enough your side menu will end up scrolling off
rather than the main text. This then means scrolling across everytime you
need
to access it.

Just my two-old-english-penneth worth !
