Right side navigation, in my opinion, is best to be left out of a site,
because whatever is at the right side of a page, in a table, is loaded last.
This means it will not show up until everything else is loaded.

In this subject, it would be better to use an absolutely positioned <.div>
or a frame.  Though I've used a frame for this once before in IE 4 and
noticed the absolute size of it, when being on the right, was not adhered
to.
