Maybe it's not unsollicited... maybe he couldn't find someone to make a
decent website, so he made a really ugly one just to attract people that
make websites to make a proposal.

I disagree with Klaas (and others).  The standard definition of Spam that I
recall is 'unsolicited commercial email'.  Consequently what he proposes IS
Spam.
