Well, I'm pretty sure you wish to make this available through the intranet -
through a browser - maybe in the future.  So this is very on topic.

I'd say MS-SQL.  Oracle would be overkill, Access is not good enough for
heavy-duty apps, Linux thingies would maybe be a good and cheap one, but
most companies I know are a bit reluctant (requires someone who can work
with Unix).
