Mike,

This is very strange. Since you are using .htaccess files, are you using
Apache? It might be the case that on the old server AllowOverride was set
to "All" and AllowOverride is now set to "None".

An alternative to changing the AllowOverride is to locate the correct
<Directory> statement in httpd.conf and place your global statements
there.
