It does.  The only thing is that it isn't installed by default.  You need to 
insert the CD, and navigate to the Homesite folder (hidden inside the 
Dreamweaver 3 folder on the studio disk)  and install it from there.

Could be but have a look on the CD.  It took me 2 months to find where it was!
