Feathering Graphics in PSP

I'm trying to feather a graphic in PSP for a Web site I'm working on, and I'm 
blanking out as to how to do it. I've used the eraser to smooth out the edges 
of a photo, and I'd like to photo to blend in with the background color a 
little better. Any ideas?
