CGI execution/ENV/variables

Hello,
 Im writing a statistics logger. Ive done one for a download counter
before and the one that Im goign to do is prety much the same. im just
not too sure about something.
i know that to execute a script from a page without having to use a form
is <!--#exec cgi="thefile.cgi" -->

but, am i still able to use ENV_XXXXX? and are there any differances
between using <!--#exec cgi="thefile.cgi" -->
 and a form? other than i cant send variables to it like you can with a
form. im going to start writing the script and see how it goes anyway,
but if there is anything i need to know then id apreaciate some tips as
this will my second script in CGI.
