maybe beacuse that version isnt the final final release. the final final
release is 4.02
the releases before that were not quite complete and had bits missing or
buggy. 

i use 4.02 and have no problems at all. only with spacing on some
tables. but that is when the table has no or not enough table/cell size
specifications. other than that i find things tend to look better in
opera than IE and netscape.
