ive done serveral sites where the frames work in both IE and netscape and
they depend on the frames being exactly the right size. so, it is possible.
ive done it.

That wouldn't help, unless you give the Netscape pages a design that does 
not depend on frames having a specific width/height. The problem remains the

same: you cannot assume that a frame has specific dimensions in Netscape.
