Jeffrey, from the HTML 4.01 spec:

"A deprecated element or attribute is one that has been outdated by newer 
constructs. Deprecated elements are defined in the reference manual in 
appropriate locations, but are clearly marked as deprecated. Deprecated 
elements may become obsolete in future versions of HTML. 

"User agents should continue to support deprecated elements for reasons of 
backward compatibility."

In other words, deprecated elements or attributes might well disappear from 
future versions of HTML and so it's probably a good idea to start designing 
without them (they are generally replaced by CSS properties); BUT it's likely 
that browsers will continue to support them for a long time to come, even if 
they are dropped from the spec. I continue to use deprecated elements or 
attributes where the CSS "equivalent" is not well supported by current 
browsers.
