If I'm correct, it's possible to open two instances of for example CuteFTP
and drag from one instance to another, thus making the move between the two
hosts, instead of first to your locale and then to the new remote.

Nope, not using just FTP. Ask your sys admin
to TAR and gzip or ZIP the site and place the
archive where you can get to it. Of course
when you get it to the new server you'll
need shell access to untar or unzip it as well
or ask the new sys admin to do it.

Worse case scenario you CAN use wildcards with
FTP so you could move into a dir, turn off
interactive prompting, and do "mget *.gif",
"mget *.html" etc... Just make sure to set
your transfer type correctly (bin or ASCII).
